Attorney: Council 'Overstepped Boundaries' with Memphis Resolution

Bloomfield Board of Health lawyer blasts town council for proposing to draft settlement in Memphis the pit bull predicament

The latest in the Memphis the pit bull saga has the Bloomfield council and Board of Health (BOH) once again pitted against each other. In a letter dated Oct. 1 and addressed to Mayor Raymond McCarthy, BOH attorney Ronald J. Ricci accused the council of "overstepping its boundaries and passing resolutions which support a group who is threatening and defaming public employees and the animal shelter under the control of the Bloomfield Board of Health." The council last week passed a resolution proposing the township's attorney draft some sort of settlement, Bloomfield Life reported, to end a months-long feud between the township, BOH and dog trainers Jeff and Diana Coltenback, who wish to adopt the dog. Derek, I bring plenty to the table as a solution- remove the animal shelter from under the BOH/Health Department . There is no need for it to be run by officials who have their own agendas that are not in the best interests of Bloomfield or the animals. Some of us are starting discussions of a county wide no-kill shelter- doesn't necessarily have to be in Bloomfield. I would like to see a full …   more ›

Council's Budget Vote Deadlocked Again

Municipal Budget fails to pass again during Monday's township council meeting.

The Bloomfield Township Council rejected the proposed 2011 municipal budget again on Monday night. Instead, Township Administrator Yoshi Manale said he will review the figures again to see where additional cuts can be made. The politicians ended up approving two temporary emergency budgets of $4.4 million and $499,000 to pay for the municipality's July operating expenses and water utilities.  In a 4 -2 vote, the township council amended the proposed budget from $69.6 million to $70 million. The amount went up because state officials required the township to move $260,000 used in the revaluation out of the emergency appropriation line. GOP Announces New Third Ward Candidate

Sue Ann Penna to run for Third Ward council after Octavio Morales steps down because of health reasons.

According to a Bloomfield Republican County Committee press release, Sue Ann Penna will run for council in the Third Ward in this November's General Election after the previous candidate, Octavio Morales, stepped down citing health reasons. Penna, 46, is a member of the Essex County Tea Party and studied political science and public administration at Montclair State College. She has been a small business owner and in her past political career served as a legislative assisant to then state Assem. Steve Adubato. Republican Town Chairman  Luis Linaires described Penna as "a tireless worker with real political sense,” according to the release.  "She loves her community and will work around the clock to improve the quality of life for everybody…

Council Unable to Agree on Municipal Budget

Town council was unable to amend and adopt the 2011 municipal budget on Wednesday night.

The Bloomfield Township Council narrowly missed amending and adopting the 2011 budget Wednesday night in a split three-three vote. Township officials reviewed a budget amendment that would have increased total appropriations and revenue from $69.9 million to $70 million. Township Administrator Yoshi Manale said the amendment was neccessary because the state auditor said the municipality's anticipated revenues were too low. Mayor Raymond McCarthy said amendment would resolve another snag in the budget in which state officials required the township to cut about $260,000 to reflect the bond payment for the recent municipal revaluation. The township had to make the change because state officials said the payment could no longer be considered …
