Affordable Housing Fight Goes Back to the Courts

Housing advocate and municipalities try to prevent the state from taking their funds.

The battle between the Christie administration and the Fair Share Housing Center continues. This time, the two sides are going to court Friday over as much as $200 million in local affordable housing trust funds. So far, the Appellate Division of Superior Court has been kind to the Cherry Hill-based housing advocates, but this case could be a different story. To help balance the budget, Gov. Chris Christie recommended the state use the trust fund money. The administration appears to be within its legal right to do so, as the law creating the funds—and the developer fees that municipalities levy to subsidize them—specified municipalities had to “commit to spend” the money within four years. Affordable Housing Proposal Inches Further

The Bloomfield Township Council unanimously approve a pilot program for Heritage Village, a proposed 82-unit affordable housing complex to be built on a municipal parking lot. The next step would be Planning Board approval.

In an unanimous vote with all seven members approving, the Bloomfield Township Council approved creating a pilot program Monday night for a proposed affordable housing complex for senior citizens and people with disabilities. Heritage Village at Bloomfield Urban Renewal LLC. is a project that could transform the township municipal parking lot next to the post office into an 82-unit apartment complex. Community Investment Strategies Inc., of Lawrenceville is already runs about 3,000 affordable housing units throughout the state and wants to build the complex. Township Council Moves Affordable Housing Proposal Forward

Township officials approve resolutions to help an affordable housing complex for senior citizens and people with disabilities apply for a tax credit program and tax abatement.

A proposal to transform the municipal parking lot next to the Bloomfield Post Office into an affordable housing complex took another step forward Monday night. At the workshop meeting, the township council approved a resolution to create a pilot program for Heritage Village at Bloomfield Urban Renewal LLC., a project that could create 80 apartments for people 55 years of age and older and people with disabilities. Township officials also approved a tax exemption and bulk variance application for the Heritage Village project and amended the township's redevelopment plan to allow projects outside the downtown development zone to utilize redevelopment funds to encourage other proposals. It is really sad to see that our municipalities are selling off all of their properties. Look at whats happening next door in newark? Can we sell our soul to the devil? This parking lot was bought by us, the people. Bloomfield property taxpeyers bought those plots of land, leveled the property and constructed the parking lot for our use. Community Investment Strategies Inc. proposed to turn the municipal lot next to the Bloomfield Post Office into an affordable housing complex for senior citizens and people with disabilities

The municipal parking lot next to the Bloomfield Post Office could transform into an affordable housing complex. Christiana Foglio, president of Community Investment Strategies Inc. of Lawrenceville, presented township officials with preliminary proposal to create a four-story, 80-unit apartment complex and a 64-space parking lot. The apartment complex would ideally be an environmentally-friendly building, Foglio said, and it would house people who are 55 years-old or older and people with disabilities of all ages. The rents for  the one-and two-bedroom units would be stratified based on income and range from $300 to $875 a month.
