Affordable House Proposal and Fire Department Promotions On Municipal Meeting Agenda

Bloomfield Township Council to Vote on Approving Affordable Housing for Seniors, People With Disabilities.

The Bloomfield Township Council will vote on creating a pilot program tonight for a proposal to create an affordable housing complex for senior citizens and people with disabilities.

Heritage Village at Bloomfield Urban Renewal LLC. is a project that could transform the township municipal parking lot across the street from town hall into an 80-unit apartment complex.

Community Investment Strategies Inc., of Lawrenceville, a company that runs other affordable housing complexes throughout New Jersey, proposed to build the housing complex.

Christiana Foglio, the company president, told township officials last month she hopes to fund the $15 million project by applying to the New Jersey Housing & Mortgage Finance Agency for the federal government’s 9 percent affordable housing tax credit program.

Township officials will vote on a proposal to allow a tax exemption and bulk variance for the project. The council will also vote on a proposal to expand the township's redevelopment plan to allow projects outside the downtown development zone to use redevelopment funds to encourage more development growth within the community.

Other important items on the agenda include:

■ The promotion of one deputy fire chief and five fire captains to replace openings from retirements
■ A presentation from IQM2 Intelligent Meeting Management Software
■ Agreeing to join the county-wide criminal justice system and the ECN code red service.

The meeting will take place 7:30 p.m. in the municipal building at 1 Municipal Plaza.
