Seth C. Pilipski was arrested on Monday and charged, in addition to invasion of privacy, with hindering apprehension and possession of less than 50 grams of marijuana and drug paraphernalia.

Police said the incident occurred around 7:40 p.m. and that Target security had contacted the Fairfield Police Department to notify them that the man was allegedly caught on the store's surveillance video system video recording patrons in the dressing room. Police are continuing to investigate, but after reviewing surveillance video and footage on Pilipski's camera phone, they determined that he allegedly entered the dressing room and remained there for 7 minutes.

Pilipski was confronted at the store, but quickly exited, police said, and drove on to Route 46 East in a blue Hyundai wagon. He was stopped in Wayne by Officer Ian Rasmussen who conducted a roadside investigation, at which time Pilipski allegedly denied having a cell phone. But police located his cell phone allegedly hidden on his person and saw the recording. Police said they also allegedly found a small quantity of marijuana and drug paraphernalia.

Pilipski was arrested and transported to the Fairfield police station, where he was later released in his own recognizance with a date to appear in Superior Court.

"Fairfield Chief of Police Charles Voelker commends the actions of both Target security personnel for giving quick and precise information so that responding units could find the suspect and for two observant witnesses who made the initial observation as to what Pilipski was allegedly doing," the Fairfield Police Department said in a statement
