Bloomfield Municipal Government Needs to More Effectively Enforce Quality of Life Code in the Third Ward, Part II

Quality of Life Code needs to be enforced to maintain safety and security for third ward residents.

Code of Conduct: This property (township) is committed to providing a safe and enjoyable experience for its guests (taxpayers/residents/property owners/legal voters).

The following General Activities will not be Accepted:
-violations of the law
-any activity that threatens the safety of the residents, legal voters, and property owners
-any activity that threatens the well being of the property (homes)
-any activity that disrupts the pleasant family oriented environment
-any activity inconsistent with the general purpose of the property (residences)
-any activity that would disrupt the legitimate business of the property (residences, residents)

Examples of specific activities that are not permitted include,but are not limited to:
-disruptive profanity, vulgar or threatening language
-unnecessarily blocking walkways, roadways, or property fronts
-running, horseplay, or disorderly conduct of any nature
-Excessive Loitering
-Operating unauthorized recreational and / or transportation devices
-No FireArms or Illegal Weapons

Guests (individuals) who do not act responsibly can be asked to vacate the property and if they refuse to comply may be arrested and prosecuted for violation of criminal code.

The above rules were authored for private property; their public interpretations are very well known to the Bloomfield Police Department and are represented in the New Jersey state code and local municipal code.

SECURITY CAMERAS IN USE

Starting off with the rules is the best approach I could think of; it’s been a decade of failed third ward public safety policy on behalf of a ticket fixing , ticket rigging, self dealing municipal government.

What Chris Goul (to operate under the general duties of the police department) and Jason Bing (to continue the successful program of juvenile crime prevention started last year) need to do is very obvious and I look forward to measuring the results this fall as the September / October season of third ward violence, fighting, disorderly conduct , criminal mischief, resident harassment, witness intimidation / retaliation, drug use / dealing and criminal activity takes off with the start of another Essex County tax payer funded school year!

Township Code Chapter 75, Police Department, Article IV General Duties,
General Duties (§ 75-32) , § 75-32 Duties of Police Department.
The Police Department shall preserve the public peace; protect life and property; detect, arrest and prosecute offenders of the laws of New Jersey and the ordinances of the Township of Bloomfield; direct and control traffic; provide attendance and protection during emergencies; provide appearances in court; cooperate with all other law enforcement agencies; and provide training for the efficiency of its members and officers.
